DBpro TPCs in Delphi

This contains a Globstruct header translation for Delphi and a basic project for a TPC.
If you have the Jedi DirectX header translation, open GlobStruct.pas and change the third line from
{.$DEFINE JEDI_DX9}
to
{$DEFINE JEDI_DX9}
ie. remove the dot.
