Volume on toms?

I have a similar situation.

The sounds of the toms sometimes get softer and softer when another music program (e.g. WavePad) is running simultaneously. The sounds become normal when the other music program is closed. But they become normal only temporarily when Dtab is closed and re-opened.

I guess this is the problem of the sound card.
